Fourth Theory.—Man has free will; it is therefore intelligible that the Law contains commands and prohibitions, with announcements of reward and punishment. All acts of God are due to wisdom; no injustice is found in him, and he does not afflict the good. The Mu'tazila profess this theory, although they do not believe in man's absolute free will. They hold that God takes notice of the falling of the leaf and the destruction of the ant, and that his Providence extends over all beings.

Fifth Theory.—This is our theory, or that of our Law. ...The theory of man's perfectly free will is one of the fundamental principles of the Law of our teacher Moses, and of those who follow the Law. According to this principle man does what is in his power to do, by his nature, his choice, and his will; and his action is not due to any faculty created for the purpose. All species of irrational animals likewise move by their own free will. The absurdities are these: The fact that some persons are born with defects, although they have not sinned previously, is ascribed to the wisdom of God, it being better for those persons to be in such a condition than to be in a normal state, though we do not see why it is better; and they do not suffer thereby any punishment at all, but, on the contrary, enjoy God's goodness. In a similar manner the slaughter of the pious is explained as being for them the source of an increase in reward in future life. They go even further in their absurdities.

Any physical theory is always provisional, in the sense that it is only a hypothesis: you can never prove it. No matter how many times the results of experiments agree with some theory, you can never be sure that the next time the result will not contradict the theory. On the other hand, you can disprove a theory by finding even a single observation that disagrees with the predictions of the theory. As philosopher of science Karl Popper has emphasized, a good theory is characterized by the fact that it makes a number of predictions that could in principle be disproved or falsified by observation. Each time new experiments are observed to agree with the predictions the theory survives, and our confidence in it is increased; but if ever a new observation is found to disagree, we have to abandon or modify the theory.

Rather let us exaltedly suppose that God eternally had the ultimate best good of beings generally and individually in his view, with the reward of the virtuous and the punishment of the vicious, and that no other punishment will ever be inflicted, merely by the divine administration, but that will finally terminate in the best good of the punished, and thereby subserve the great and important ends of the divine government, and be productive of the restoration and felicity of all finite rational nature.
