Armenia categorically rejects the resumption of military hostilities in Nagorno Karabakh as an option. In case Azerbaijan resorts to military aggression, Armenia will have no other choice but to recognize the Nagorno Karabakh Republic de jure and to employ all its capabilities to ensure the security of the people of Artsakh.

Hostile propaganda against Armenia and the Armenians and state-supported apparent falsifications of history, which have overwhelmed Azerbaijan, coupled with the arms race and military build-up, prove that Baku is not ready for peace... The Armenophobic and aggressive stance of Azerbaijan reinforces our conviction that Nagorno-Karabakh has no future within Azerbaijan. Moreover, Azerbaijan has no legal, political, or moral grounds for aspirations regarding Nagorno-Karabakh. While we are determined to resolve the issue in an exclusively peaceful and negotiated way, should Azerbaijan opt for a military adventure our response will be resolute.

We protected Artsakh. This problem...at this moment...is solved...better conditions, better protection, have never existed in Artsakh before. We have also stabilized Armenia's security. Our government's most important factor. Keeping in mind that aggressive part of the world where Armenia is located. We solved the issue of security by following it. Armenia was the first government which decided to deal with others willingly. When Azerbaijan, Georgia, and Ukraine were hurrying to team with Russian forces, they were blaming us, criticizing, and cursing...that we weren't doing the same. Artsakh cannot be a part of Azerbaijan...if like in 1997 they want to become a friend of Azerbaijan on the price of Nagorno-Karabakh, I do not agree with that. In that case, what answer can we give to the families of victims of the Karabakh movement and to those who have become disabled. Why did their sons fight? And about Turkey, we cannot leave the word genocide out of our vocabulary and forget about the 1.5 million victims.

As head of a military structure I am responsible for the realization of military issues. If you want to have everlasting peace, you must be ready for war. We must be ready to face any provocation. The military problems of Karabakh were solved before 1994. The Nagorno Karabakh Republic which de facto exists today testifies to it.
