Right here in the Oval Office I sat down with Mr. Pachachi and Chalabi and al-Hakim, people from different parts of the country that have made the firm commitment, that they want a constitution eventually written that recognizes minority rights and freedom of religion.

[T]he effect of the religious freedom Amendment to our Constitution was to take every form of propagation of religion out of the realm of things which could directly or indirectly be made public business, and thereby be supported in whole or in part at taxpayers' expense. That is a difference which the Constitution sets up between religion and almost every other subject matter of legislation, a difference which goes to the very root of religious freedom[...] This freedom was first in the Bill of Rights because it was first in the forefathers' minds; it was set forth in absolute terms, and its strength is its rigidity. It was intended not only to keep the states' hands out of religion, but to keep religion's hands off the state, and, above all, to keep bitter religious controversy out of public life by denying to every denomination any advantage from getting control of public policy or the public purse.

Robert H. Jackson

"It is a constitution that forgets the fact that most of the country's inhabitants are Muslims, or that is written by irreligious or un-Islamic hands. It is an unacceptable constitution that forgets that the Shias are the majority in this country, or that is written by the hands of their enemies. A constitution that strips from Iraq its oriental character, religious faith, ethics and history is a mischievous constitution that is not worth the paper it is written on."

It is no ready made article; it has grown through the centuries as native to our country and people as the oak, ash, or thorn. It has given her people freedom and taught them the difference between freedom and licence. That is the Constitution that is threatened to-day, not quite openly yet, by the Socialist Party in their conference, tendenciously by sketching a course of action which if it takes place means the destruction of the Constitution. You may dispute that as much as you like, but in effect taking away the executive power of the House of Commons is the way every tyranny starts. It is proletarian Hitlerism and nothing else, and it can be nothing else. I want you to realize it in time.

Stanley Baldwin

When we got organized as a country and we wrote a fairly radical Constitution with a radical Bill of Rights, giving a radical amount of individual freedom to Americans, it was assumed that the Americans who had that freedom would use it responsibly. That is, when we set up this country, abuse of people by Government was a big problem. So if you read the Constitution, it's rooted in the desire to limit the ability of — Government's ability to mess with you, because that was a huge problem. It can still be a huge problem. But it assumed that people would basically be raised in coherent families, in coherent communities, and they would work for the common good, as well as for the individual welfare.
