There are significant strategic interests [in Oceania], and there's a lot of stuff going on that's important. Not just the United States. For example, France is doing some really vicious things there, in fact they're just wiping out islands because they want them for nuclear tests. And when the socialist government in France is asked, "Why to do this?", they say, "Well look, we have to have nuclear tests." Well, if you have to have nuclear tests, why not have them in southern France? [audience laughter] Why have them in some island in the Pacific? Well, the answer to that is clear, after all they're just a bunch of little brown people or something. But you can't say that exactly, especially if you're a socialist, so something else is said.

We are an enemy of the nuclear threat and we are an enemy of testing nuclear weapons in the South Pacific. New Zealand did not buy into this fight. France put agents into New Zealand. France put spies into New Zealand. France lets off bombs in the Pacific. France puts its President in the Pacific to crow about it.

A fundamental part of the non-proliferation bargain is the commitment of the five nuclear States recognized under the non-proliferation treaty — Britain, China, France, Russia and the United States — to move toward disarmament. Recent agreements between Russia and the United States are commendable, but they should be verifiable and irreversible. A clear road map for nuclear disarmament should be established — starting with a major reduction in the 30,000 nuclear warheads still in existence, and bringing into force the long-awaited Comprehensive Nuclear Test Ban Treaty.

It should be quite clear that the aggressor's actions will instantly and inevitably trigger a devastating counterstroke by the other side. None but completely irresponsible people could maintain that a nuclear war may be made to follow rules adopted beforehand, with nuclear missiles exploding in a "gentlemanly manner" over strictly designated targets and sparing the population.
