Ladies and gentlemen: Twelve years ago, President Mikhail Gorbachev received your recognition for his preeminent role in ending the Cold War that had lasted fifty years. But instead of entering a millennium of peace, the world is now, in many ways, a more dangerous place. The greater ease of travel and communication has not been matched by equal understanding and mutual respect. There is a plethora of civil wars, unrestrained by rules of the Geneva Convention, within which an overwhelming portion of the casualties are unarmed civilians who have no ability to defend themselves. And recent appalling acts of terrorism have reminded us that no nations, even superpowers, are invulnerable. It is clear that global challenges must be met with an emphasis on peace, in harmony with others, with strong alliances and international consensus.

Proclamations and resolutions that honor his work: keys to the City, letters of appreciation, invitations from government officials, and these are among the many ways that he's been welcomed throughout the years. We're used to hearing about peace as the absence of war. We normally put the responsibility of peace on governments and on political organizations. We seldom talk about peace from a human—from our own—perspective. We seldom highlight the important role of each human being, each one of us, in bringing peace to the world. Tonight, we hear Prem Rawat's fresh and innovative views on peace.

Mr. President, you did a great thing. You gave up your post as general secretary of the Soviet Union, but now you have become the president of peace. Because of your wisdom and courage, we now have the possibility to bring world peace. You did the most important, eternal, and beautiful thing for the world. You are the hero of peace who did God's work. The name that will be remembered forever in the history of Russia will not be "Marx," or "Lenin," or "Stalin." it will be "Mikhail Gorbachev."

In short, I believe in an America that is on the march - an America respected by all nations, friends and foes alike - an America that is moving, doing, working, trying - a strong America in a world of peace. That peace must be based on world law and world order, on the mutual respect of all nations for the rights and powers of others and on a world economy in which no nation lacks the ability to provide a decent standard of living for all of its people. But we cannot have such a world, and we cannot have such a peace, unless the United States has the vitality and the inspiration and the strength. If we continue to stand still, if we continue to lie at anchor, if we continue to sit on dead center, if we content ourselves with the easy life and the rosy assurances, then the gates will soon be open to a lean and hungry enemy.
