My specter around me night and day
Like a wild beast guards my way,
My emanation far within
Weeps incessantly for my sin.
--
My Specter, st. 1William Blake
» William Blake - all quotes »
The original context is that a husband might lock his wife in the house to prevent her adulteries, but she is cunning and will start with the guards; hence, who guards the guards? The phrase has come to be applied broadly to people or organisations acting against dishonesty or corruption, esp. in public life. See Quis custodiet ipsos custodes? at Wikipedia.
Juvenal
The opening up of new markets, foreign or domestic, and the organizational development from the craft shop and factory to such concerns as U. S. Steel illustrate the same process of industrial mutation-if I may use that biological term-that incessantly revolutionizes the economic structure from within, incessantly destroying the old one, incessantly creating a new one. This process of Creative Destruction is the essential fact about capitalism.
Joseph Schumpeter

Jonathan Swift
There is, indeed, no wild beast more to be dreaded than a communicative man having nothing to communicate.
