We are embedded in the great evolutionary story of planet Earth, the spare, elegant process of mutation and selection and bricolage. And this means that we are anything but alone.

They, economics and evolution, are both examples of a larger process, which has been at work in this part of the universe for a very long time. This is the process of the development of structures of increasing complexity and improbability. The evolutionary process always operates through mutation and selection and has involved some distinction between the genotype which mutates and the phenotype which is selected. The process by which the genotype constructs the phenotype may be described as "organization". Economic development manifesto itself largely in the production of commodities, that is, goods and services. It originates, however, in ideas, plans, and attitudes in the human mind. These are the genotypes in economic development. This whole process indeed can be described as a process in the growth of knowledge. What the economist calls "capital" is nothing more than human knowledge imposed on the material world. Knowledge and the growth of knowledge, therefore, is the essential key to economic development. Investment, financial systems and economic organizations and institutions are in a sense only the machinery by which a knowledge process is created and expressed.

If there is one idea that has dominated the history of the United States, it is the idea of progress. Yet analyses of this idea are surprisingly rare. Furthermore, in spite of having been founded by a rather small revolution, the dominant dynamic of the United States has been evolutionary, through social mutation (invention), production, and selection. In this paper, therefore, I propose to look at the larger question of the nature of evolutionary change, and the conditions under which change can be identified as progress.

This earth is one of the rare spots in the cosmos where mind has flowered. Man is a product of nearly three billion years of evolution, in whose person the evolutionary process has at last become conscious of itself and its possibilities. Whether he likes it or not, he is responsible for the whole further evolution of our planet.

Included in this “almost nothing,” as a kind of geological afterthought of the last few million years, is the first development of self-conscious intelligence on this planet—an odd and unpredictable invention of a little twig on the mammalian evolutionary bush. Any definition of this uniqueness, embedded as it is in our possession of language, must involve our ability to frame the world as stories and to transmit these tales to others. If our propensity to grasp nature as story has distorted our perceptions, I shall accept this limit of mentality upon knowledge, for we receive in trade both the joys of literature and the core of our being.

The evidence of evolution pours in, not only from geology, paleontology, biogeography, and anatomy (Darwin's chief sources), but from molecular biology and every other branch of the life sciences. To put it bluntly but fairly, anyone today who doubts that the variety of life on this planet was produced by a process of evolution is simply ignorant - inexcusably ignorant, in a world where three out of four people have learned to read and write. Doubts about the power of Darwin's idea of natural selection to explain this evolutionary process are still intellectually respectable, however, although the burden of proof for such skepticism has become immense...
