The extension in space of the number of individuals who participate in an interest so that each has to refer his own action to that of others, and to consider the action of others to give point and direction to his own, is equivalent to the breaking down of those barriers of class, race, and national territory which kept men from realizing the full import of their activity. These more numerous and more varied points of contact denote a greater diversity of stimuli to which an individual has to respond; they consequently put a premium on variation in action. They secure a liberation of powers which remain suppressed as long as the incitations to action are partial, as they must be in a group which in its exclusiveness shuts out many interests.

Now in any social group whatever, even in a gang of thieves, we find some common interest held in common, and we find a certain amount of interaction and cooperative intercourse with other groups. From these two traits we derive our standard. How numerous and varied are the interests which are consciously shared? How full and free is the interplay with other forms of association? If we apply these considerations to, say, a criminal band, we find that the ties which consciously hold the group together are few in number, reducible almost to a common interest in plunder; and that they are of a nature to isolate the group from other groups with respect to give and take of the values of life. Hence, the education such a society gives is partial and distorted. If we take, on the other hand, the kind of family life which illustrates the standard, we find that there are material, intellectual, aesthetic interests in which all participate and that the progress of one member has worth for the experience of other members — it is readily communicable — and that the family is not an isolated whole, but enters intimately into relationships with business groups, with schools, with all the agencies of culture, as well as with other similar groups, and that it plays a due part in the political organization and in return receives support from it.

We must make popular government responsible for the betterment both of the individual and of society at large. Let me repeat once more that, while such responsible governmental action is an absolutely necessary thing to achieve our purpose, yet it will be worse than useless if it is not accompanied by a serious effort on the part of the individuals composing the community thus to achieve each for himself a higher standard of individual betterment, not merely material but spiritual and intellectual. In other words, our democracy depends on individual improvement just as much as upon collective effort to achieve our common social improvement. The most serious troubles of the present day are unquestionably due in large part to lack of efficient govern-mental action, and cannot be remedied without such action; but neither can any remedy permanently avail unless back of it stands a high general character of individual citizenship.
