The spirit of rebellion is present in every great city, and the great task of wise government is to keep it dormant, for if it wakes it is a torrent which no dam can hold back.

It has long been a grave question whether any government, not too strong for the liberties of its people, can be strong enough to maintain its existence in great emergencies. On this point the present rebellion brought our government to a severe test, and a presidential election occurring in regular course during the rebellion, added not a little to the strain.

During the last sixty days, I have been at the task of constructing an administration. It has been a long and deliberate process. Some have counseled greater speed. Others have counseled more expedient tests. But I have been guided by the standard John Winthrop set before his shipmates on the flagship Arbella three hundred and thirty-one years ago, as they, too, faced the task of building a new government on a perilous frontier. "We must always consider," he said, "that we shall be as a city upon a hill – the eyes of all people are upon us." Today the eyes of all people are truly upon us – and our governments, in every branch, at every level, national, state and local, must be as a city upon a hill – constructed and inhabited by men aware of their great trust and their great responsibilities. For we are setting out upon a voyage in 1961 no less hazardous than that undertaken by the Arbella in 1630. We are committing ourselves to tasks of statecraft no less awesome than that of governing the Massachusetts Bay Colony, beset as it was then by terror without and disorder within. History will not judge our endeavors – and a government cannot be selected – merely on the basis of color or creed or even party affiliation. Neither will competence and loyalty and stature, while essential to the utmost, suffice in times such as these.
John F. Kennedy
Behold, that great city Zarahemla have I burned with fire, and the inhabitants thereof.
And behold, that great city Moroni have I caused to be sunk in the depths of the sea, and the inhabitants thereof to be drowned.
And behold, that great city Moronihah have I covered with earth, …
And behold, the city of Gilgal have I caused to be sunk, and the inhabitants thereof to be buried up in the depths of the earth;
Yea, and the city of Onihah and the inhabitants thereof, and the city of Mocum and the inhabitants thereof, and the city of Jerusalem and the inhabitants thereof; and waters have I caused to come up in the stead thereof, to hide their wickedness and abominations from before my face, …
And behold, the city of Gadiandi, and the city of Gadiomnah, and the city of Jacob, and the city of Gimgimno, all these have I caused to be sunk, …
that great city Jacobugath, which was inhabited by the people of king Jacob, have I caused to be burned with fire …
the city of Laman, and the city of Josh, and the city of Gad, and the city of Kishkumen, have I caused to be burned with fire, and the inhabitants thereof, because of their wickedness in casting out the prophets, and stoning those whom I did send to declare unto them concerning their wickedness and their abominations.
And because they did cast them all out, that there were none righteous among them, I did send down fire and destroy them, …
And many great destructions have I caused to come upon this land, and upon this people, …

We are told: "It is a universal truth, that he that would excite a rebellion, is at heart as great a tyrant as ever wielded the iron rod of oppression." Be it so. We are not exciting a rebellion. Opposition, nay, open, avowed resistance by arms, against usurpation and lawless violence, is not rebellion by the law of God or the land. Resistance to lawful authority makes rebellion. … Remember the frank Veteran acknowledges, that "the word rebel is a convertible term."
John Adams
As a man exhibits himself in physical forms and actions, so there is one other Spirit, a great, wide, mighty, infinite, eternal Spirit back there in the depths of space, and in the present, and in the future, and in the abysses of space, who at His will wrestles into existence great globes, and keeps them in their position. He builds them, and places on them these mysterious forms of earth which are signals hung out over these abysses to tell coming spirits who He is, what He is, what He does, how high is His throne, and how vast is His power from eternity to eternity, from infinity to infinity through all ages of all time; He is holding forth to men and angels these external tokens of His almighty power, of His infinite skill, and of His everlasting love.
