The general laws of Nature are not, for the most part, immediate objects of perception. They are either inductive inferences from a large body of facts, the common truth in which they express, or, in their origin at least, physical hypotheses of a causal nature serving to explain phenomena with undeviating precision, and to enable us to predict new combinations of them. They are in all cases, and in the strictest sense of the term, probable conclusions, approaching, indeed, ever and ever nearer to certainty, as they receive more and more of the confirmation of experience. But of the character of probability, in the strict and proper sense of that term, they are never wholly divested. On the other hand, the knowledge of the laws of the mind does not require as its basis any extensive collection of observations. The general truth is seen in the particular instance, and it is not confirmed by the repetition of instances.

Science Of Energetics. Although the mechanical hypothesis just mentioned may be useful and interesting as a means of anticipating laws, and connecting the science of thermodynamics with that of ordinary mechanics, still it is to be remembered that the science of thermodynamics is by no means dependent for its certainty on that or any other hypothesis, having been now reduced, to a system of principles, or general facts, expressing strictly the results of experiment as to the relations between heat and motive power. In this point of view the laws of thermodynamics may be regarded as particular cases of more general laws, applicable to all such states of matter as constitute Energy, or the capacity to perform work, which more general laws form the basis of the science of energetics, — a science comprehending, as special branches, the theories of motion, heat, light, electricity, and all other physical phenomena.

Bohr's investigation had typified what had become a standard procedure in problems of theoretical physics. The first step was to discover the mathematical laws governing certain groups of phenomena; the second was to devise hypothetical models or pictures to interpret these laws in terms of motion or mechanism; the third was to examine in what way these models would behave in other respects, and this would lead to prediction of other phenomena-predictions which might or might not be confirmed when put to the test of experiment. For instance, Newton had explained the phenomena of gravitation in terms of a force of gravitation; a later age had seen the luminiferous ether introduced to explain the propagation of light and, subsequently, the general phenomena of electricity and magnetism; finally Bohr had introduced electronic jumps in an attempt to explain atomic spectra. In each case the models had fulfilled their primary purpose, but had failed to predict further phenomena with accuracy.

It is true that numerous instances are not always necessary to establish a law, provided the essential and relevant circumstances can easily be disentangled. But, in history, so many circumstances of a small and accidental nature are relevant, that no broad and simple uniformities are possible. In astronomy, the law of gravitation is plainly better worth knowing than the position of a particular planet on a particular night, or even on every night throughout a year. There are in the law a splendour and simplicity and sense of mastery which illuminate a mass of otherwise uninteresting details... But in history the matter is far otherwise... Historical facts, many of them, have an intrinsic value, a profound interest on their own account, which makes them worthy of study, quite apart from any possibility of linking them together by means of causal laws.

These facts, together with the premises and inferences as already deduced, are too evident to be denied, and operate conclusively against immediate or supernatural revelation in general; nor will such revelation hold good in theory any more than in practice. Was a revelation to be made known to us, it must be accommodated to our external senses, and also to our reason, so that we could come at the perception and understanding of it, the same as we do to that of things in general.
