I have arrived at the conviction that the neglect by economists to discuss seriously what is really the crucial problem of our time is due to a certain timidity about soiling their hands by going from purely scientific questions into value questions. This is a belief deliberately maintained by the other side because if they admitted that the issue is not a scientific question, they would have to admit that their science is antiquated and that, in academic circles, it occupies the position of astrology and not one that has any justification for serious consideration in scientific discussion. It seems to me that socialists today can preserve their position in academic economics merely by the pretense that the differences are entirely moral questions about which science cannot decide.

The methods of science aren't foolproof, but they are indefinitely perfectible. Just as important: there is a tradition of criticism that enforces improvement whenever and wherever flaws are discovered. No religion exhibits that pattern in its history.

The philosophy of science is concerned with how you decide if a scientific finding is correct or true. You have to establish criteria to determine if the finding or theory is valid. Validity is a fundamental problem in the philosophy of science, but the fundamental problem in the philosophy of scientific administration is the question of value. Two scientific activities are equally valid if they achieve results that are true. Now, how do you decide which activity is more valuable? The question of value is the basic question that the scientific administrator asks so that decisions can be made about funding priorities.

Up until the publication of Thomas Kuhn's The Structure of Scientific Revolutions in 1962, the history, philosophy, and sociology of science maintained an internalist approach to scientific knowledge claims. Science was seen as somehow above any social, political, or cultural influences, and therefore, the examinations of scientific knowledge focused on areas such as 'discoveries,' 'famous men,' and 'the scientific revolution in the West.' When Kuhn opened the door to the possibility that external factors were involved in the development of scientific paradigms, science studies assumed a more critical tone.

Right up to the time of the Nine Years' War. That made them change their tune all right. What's the point of truth or beauty or knowledge when the anthrax bombs are popping all around you? That was when science first began to be controlled — after the Nine Years' War. People were ready to have even their appetites controlled then. Anything for a quiet life. We've gone on controlling ever since. It hasn't been very good for truth, of course. But it's been very good for happiness. One can't have something for nothing. Happiness has got to be paid for.
