What do we mean when we say that first of all we seek liberty? I often wonder whether we do not rest our hopes too much upon constitutions, upon laws and upon courts. These are false hopes; believe me, these are false hopes. Liberty lies in the hearts of men and women; when it dies there, no constitution, no law, no court can save it; no constitution, no law, no court can even do much to help it… What is this liberty that must lie in the hearts of men and women? Freedom consists not only in the absence of restraint but also in the presence of opportunity. Liberty is not a single and simple conception. The man who is fully free is one who lives in a country which is independent; in a state which is democratic; in a society where laws are equal and restrictions at a minimum; in an economic system in which national interests are protected and the citizen has the scope of secure livelihood, an assured comfort and full opportunity to rise by merit.
