The establishment of the state of Israel, accomplished through the expulsion of several hundred thousand Palestinians and the immigration of several hundred thousand Jews from Africa and Asia, introduced the 'Jewish Question,' hitherto essentially a European question, into the heart of the tragedy of the Arab people of Palestine dispossessed of their space. From this irruption there arose the 'Palestinian Question.'

The Palestinian people does not exist. The creation of a Palestinian state is only a means for continuing our struggle against the state of Israel for our Arab unity. In reality today there is no difference between Jordanians, Palestinians, Syrians and Lebanese. Only for political and tactical reasons do we speak today about the existence of a Palestinian people, since Arab national interests demand that we posit the existence of a distinct "Palestinian people" to oppose Zionism. For tactical reasons, Jordan, which is a sovereign state with defined borders, cannot raise claims to Haifa and Jaffa, while as a Palestinian, I can undoubtedly demand Haifa, Jaffa, Beer-Sheva and Jerusalem. However, the moment we reclaim our right to all of Palestine, we will not wait even a minute to unite Palestine and Jordan.

My grandmother was ill in bed when the Nazis came to her home town of Staszów. A German soldier shot her dead in her bed. Madam Deputy Speaker, my grandmother did not die to provide cover for Israeli soldiers murdering Palestinian grandmothers in Gaza. The present Israeli government ruthlessly and cynically exploit the continuing guilt among Gentiles over the slaughter of Jews in the Holocaust as justification for their murder of Palestinians. The implication is that Jewish lives are precious, but the lives of Palestinians do not count. On Sky News a few days ago, the spokeswoman for the Israeli Army Major Livovich was asked about the Israeli killing of, at that time, eight hundred Palestinians. The total is now a thousand. She replied instantly, "Five hundred of them were militants." That was the reply of a Nazi. I suppose the Jews fighting for their lives in the Warsaw Ghetto could have been dismissed as militants.

It is ... undeniable that no settlement can be just and complete if recognition is not accorded to the right of the Arab refugee to return to the home from which he has been dislodged by the hazards and strategy of the armed conflict between Arabs and Jews in Palestine. The exodus of Palestinian Arabs resulted from panic created by fighting in their communities, by rumours concerning real or alleged acts of terrorism, or expulsion. It would be an offence against the principles of elemental justice if these innocent victims of the conflict were denied the right to return to their homes while Jewish immigrants flow into Palestine, and, indeed, at least offer the threat of permanent replacement of the Arab refugees who have been rooted in the land for centuries.

We have to do everything we can in our power — all of us, the United States, the European Union, any other nation that has the ability to influence the situation in the Middle East — to work with the Palestinians to put in place a leadership that is responsible, with representative institutions of government that will clamp down on terrorism, that will say to its people, "Terrorism is not getting us anywhere. It is not producing what we want: a Palestinian state. It is keeping us away from a Palestinian state."
And we also have to say to our Israeli friends that you have to do more to deal with the humanitarian concerns of the Palestinian people, and you have to understand that a Palestinian state, when it's created, must be a real state, not a phony state that's diced into a thousand different pieces.Colin Powell
