Witness the tragic condition of Russia. The methods of State centralization have paralysed individual initiative and effort; the tyranny of the dictatorship has cowed the people into slavish submission and all but extinguished the fires of liberty; organized terrorism has depraved and brutalized the masses and stifled every idealistic aspiration; institutionalized murder has cheapened human life, and all sense of the dignity of man and the value of life has been eliminated; coercion at every step has made effort bitter, labour a punishment, has turned the whole of existence into a scheme of mutual deceit, and has revived the lowest and most brutal instincts of man. A sorry heritage to begin a new life of freedom and brotherhood.

Russia was our main point of discussion. The conditions were terrible, as everyone agreed, and the Dictatorship the greatest crime of the Bolsheviki. But there was no reason to lose faith, he assured me. The Revolution and the masses were greater than any political Party and its machinations. The latter might triumph temporarily, but the heart of the Russian masses was uncorrupted and they would rally themselves to a clear understanding of the evil of the Dictatorship and of Bolshevik tyranny. Present Russian life, he said, was an artificial condition forced by the governing class. The rule of a small political Party was based on false theories, violent methods, fearful blunders and general inefficiency. They were suppressing the very expression of the people's will and initiative which alone could rebuild the ruined economic life of the country. The stupid attitude of the Allied Powers, the blockade and the attacks on the Revolution by the interventionists were helping to strengthen the power of the Communist regime. But things will change and the masses will awaken to the realisation that no one, no political Party or governmental clique must be permitted in the future to monopolise the Revolution, to control or direct it, for such attempts inevitably result in the death of the Revolution itself.

In the strictly Marxist sense, there is not even in Soviet Russia a state socialism but a state capitalism. According to Marx, the social condition "capitalism" does not consist in the existence of individual capitalists, but in the existence of the specific "capitalist mode of production", that is, in the production of exchange values instead of use values, in wage work of the masses and in the production of surplus value, which is appropriated by the state or the private owners, and not by the society of working people. In this strictly Marxist sense, the capitalistic system continues to exist in Russia. And it will continue to exist as long as the masses of people continue to lack responsibility and to crave authority.

In the human reality, all existence that spends itself in procuring the prerequisites of existence is thus an “untrue” and unfree existence. Obviously this reflects the not at all ontological condition of a society based on the proposition that freedom is incompatible with the activity of procuring the necessities of life, that this activity is the “natural” function of a specific class, and that cognition of the truth and true existence imply freedom from the entire dimension of such activity. ... Society still is organized in such a way that procuring the necessities of life constitutes the full-time and life-long occupation of specific social classes, which are therefore unfree and prevented from a human existence. In this sense, the classical proposition according to which truth is incompatible with enslavement by socially necessary labor is still valid.

In its mad passion for power, the Communist State even sought to strengthen and deepen the very ideas and conceptions which the Revolution had come to destroy. It supported and encouraged all the worst antisocial qualities and systematically destroyed the already awakened conception of the new revolutionary values.
The sense of justice and equality, the love of liberty and of human brotherhood — these fundamentals of the real regeneration of society — the Communist State suppressed to the point of extermination. Man's instinctive sense of equity was branded as weak sentimentality; human dignity and liberty became a bourgeois superstition; the sanctity of life, which is the very essence of social reconstruction, was condemned as unrevolutionary, almost counter-revolutionary. A genocide begins with the killing of one man — not for what he has done, but because of who he is. A campaign of 'ethnic cleansing' begins with one neighbour turning on another. Poverty begins when even one child is denied his or her fundamental right to education. What begins with the failure to uphold the dignity of one life, all too often ends with a calamity for entire nations.
In this new century, we must start from the understanding that peace belongs not only to states or peoples, but to each and every member of those communities. The sovereignty of States must no longer be used as a shield for gross violations of human rights. Peace must be made real and tangible in the daily existence of every individual in need.
