There are no easy choices. The way ahead will be very hard. Progress will require determination and difficult U.S. and Iraqi actions, especially the latter, as ultimately the outcome will be determined by the Iraqis. But hard is not hopeless, and if confirmed, I pledge to do my utmost to lead our wonderful men and women in uniform and those of our coalition partners in Iraq as we endeavor to help the Iraqis make the most of the opportunity our soldiers, sailors, airmen and Marines have given to them.

I’d like to update the American people on the international effort that we have led in Libya — what we’ve done, what we plan to do, and why this matters to us.
I want to begin by paying tribute to our men and women in uniform who, once again, have acted with courage, professionalism and patriotism. They have moved with incredible speed and strength. Because of them and our dedicated diplomats, a coalition has been forged and countless lives have been saved.
Meanwhile, as we speak, our troops are supporting our ally Japan, leaving Iraq to its people, stopping the Taliban’s momentum in Afghanistan, and going after al Qaeda all across the globe. Can Iraqis get this government together? If they do, I think the American public will continue to want to support the effort there to try to produce a decent, stable Iraq. But if they don't, then I think the bottom is going to fall out of public support here for the whole Iraq endeavor. So one way or another, I think we're in the end game in the sense it's going to be decided in the next weeks or months whether there's an Iraq there worth investing in. After all, do Iraqis really want to -- any Iraqi, sitting around that table, want to suggest that killing an innocent Iraqi child standing at a bus stop is legitimate? Or that killing Iraqi soldiers who are lining up at recruitment centers is legitimate? Or even that multinational forces -- who by the way are there under a UN mandate -- are somehow legitimate targets?

War and occupation create innocent victims. We count the body bags of American soldiers; there have been more than 1000 in Iraq. The rest of the world also looks at the Iraqis who get killed daily. There have been 15 times more. Some were trying to kill our soldiers; far too many were totally innocent, including many women and children. Every innocent death helps the terrorists' cause by stirring anger against America and bringing them potential recruits.
