The Equality of the Citizens consists in this; that they should all be subject to the same Laws.
This Equality requires Institutions so well adapted, as to prevent the Rich from oppressing those who are not so wealthy as themselves, and converting all the Charges and Employments intrusted to them as Magistrates only, to their own private Emolument....Catherine II of Russia

In its proper meaning equality before the law means the right to participate in the making of the laws by which one is governed, a constitution which guarantees democratic rights to all sections of the population, the right to approach the court for protection or relief in the case of the violation of rights guaranteed in the constitution, and the right to take part in the administration of justice as judges, magistrates, attorneys-general, law advisers and similar positions.
In the absence of these safeguards the phrase 'equality before the law', in so far as it is intended to apply to us, is meaningless and misleading. All the rights and privileges to which I have referred are monopolised by whites, and we enjoy none of them. The white man makes all the laws, he drags us before his courts and accuses us, and he sits in judgement over us.Nelson Mandela
The principle of segregation of the White and Negro races in the South is so well known that it requires no definition. Briefly and plainly stated, the object of this policy is to prevent the two races from meeting on terms of social equality. By established practice, each race maintains its own institutions and promotes its own social life.
Theodore G. Bilbo
... (In) contemplating the political institutions of the United States, I lament that (if we remove the Bible from schools) we waste so much time and money in punishing crimes and take so little pains to prevent them…For this Divine Book, above all others, favors that equality among mankind, that respect for just laws, and these sober and frugal virtues which constitute the soul of (our government).
Benjamin Rush
Distinctions between citizens solely because of their ancestry are by their very nature odious to a free people whose institutions are founded upon the doctrine of equality.
Harlan F. Stone
Democracy destroys itself because it abuses its right to freedom and equality. Because it teaches its citizens to consider audacity as a right, lawlessness as a freedom, abrasive speech as equality, and anarchy as progress.
