In assuming that peace will be maintained, I assume also that no Great Power would shrink from its responsibilities. If there be a country, for example, one of the most extensive and wealthiest of empires in the world—if that country, from a perverse interpretation of its insular geographical position, turns an indifferent ear to the feelings and the fortunes of Continental Europe, such a course would, I believe, only end in its becoming an object of general plunder. So long as the power and advice of England are felt in the councils of Europe, peace, I believe, will be maintained, and maintained for a long period. Without their presence, war, as has happened before, and too frequently of late, seems to me to be inevitable. I speak on this subject with confidence to the citizens of London, because I know that they are men who are not ashamed of the Empire which their ancestors created; because I know that they are not ashamed of the noblest of human sentiments, now decried by philosophers—the sentiment of patriotism; because I know they will not be beguiled into believing that in maintaining their Empire they may forfeit their liberties. One of the greatest of Romans, when asked what were his politics, replied, Imperium et Libertas. That would not make a bad programme for a British Ministry. It is one from which Her Majesty's advisers do not shrink.

In continental Europe, of late years, the words patriotism and patriot have been used in a more enlarged sense than it is usual here to attribute to them, or than is attached to them in Great Britain. Since the political struggles of France, Italy, Spain, and Greece, the word patriotism has been employed, throughout continental Europe, to express a love of the public good; a preference for the interests of the many to those of the few; a desire for the emancipation of the human race from the thrall of despotism, religious and of the human race from the thrall of despotism, religious and civil; in short, patriotism there is used rather to express the interest felt in the human race in general, than that felt for any country, or inhabitants of a country, in particular. And patriot, in like manner, is employed to signify a lover of human liberty and human improvement, rather than a mere lover of the country in which he lives, or the tribe to which he belongs. Used in this sense, patriotism is a virtue, and a patriot a virtuous man. With such an interpretation, a patriot is a useful member of society, capable of enlarging all minds, and bettering all hearts with which he comes in contact; a useful member of the human family, capable of establishing fundamental principles, and of merging his own interests, those of his associates, and those of his nation, in the interests of the human race. Laurels and statues are vain things, and mischievous as they are childish; but, could we imagine them of use, on such a patriot alone could they be with any reason bestowed.

The most distinguishing feature, or, at least, one of the most distinguishing features, of the great change effected in 1832 was that those who effected it at once abolished all the franchises as ancient as those of the Baronage of England; and, while they abolished them, they offered and proposed no substitute. The discontent upon the subject of representation which afterwards more or less pervaded our society dates from that period, and that discontent, all will admit, has ceased. It was terminated by the Act of Parliamentary Reform of 1867-8. That act was founded on a confidence that the great body of the people of this country were "Conservative". I mean that the people of England, and especially the working classes of England, are proud of belonging to a great country, and wish to maintain its greatness—that they are proud of belonging to an Imperial country, and are resolved to maintain, if they can, the empire of England—that they believe, on the whole, that the greatness and the empire of England are to be attributed to the ancient institutions of this country...There are people who may be, or who at least affect to be, working men, and who, no doubt, have a certain influence with a certain portion of the metropolitan working class, who talk Jacobinism...I say with confidence that the great body of the working class of England utterly repudiate such sentiments. They have no sympathy with them. They are English to the core. They repudiate cosmopolitan principles. They adhere to national principles. They are for maintaining the greatness of the kingdom and the empire, and they are proud of being subjects of our Sovereign and members of such an Empire. Well, then, as regards the political institutions of this country, the maintenance of which is one of the chief tenets of the Tory party, so far as I can read public opinion, the feeling of the nation is in accordance with the Tory party.

How striking and grand is the spectacle presented by the period with which I purpose to deal, will be most clearly apparent if we set beside and compare with the Roman dominion the most famous empires of the past, those which have formed the chief theme of historians. Those worthy of being thus set beside it and compared are these. The Persians for a certain period possessed a great rule and dominion, but so often as they ventured to overstep the boundaries of Asia they imperilled not only the security of this empire, but their own existence. The Lacedaemonians, after having for many years disputed the hegemony of Greece, at length attained it but to hold it uncontested for scarce twelve years. The Macedonian rule in Europe extended but from the Adriatic region to the Danube, which would appear a quite insignificant portion of the continent. Subsequently, by overthrowing the Persian empire they became supreme in Asia also. But though their empire was now regarded as the greatest geographically and politically that had ever existed, they left the larger part of the inhabited world as yet outside it. For they never even made a single attempt to dispute possession of Sicily, Sardinia, or Libya, and the most warlike nations of Western Europe were, to speak the simple truth, unknown to them. But the Romans have subjected to their rule not portions, but nearly the whole of the world and possess an empire which is not only immeasurably greater than any which preceded it, but need not fear rivalry in the future. In the course of this work it will become more clearly intelligible by what steps this power was acquired, and it will also be seen how many and how great advantages accrue to the student from the systematic treatment of history.

The relevant fact about the history of the British Isles and above all of England is its separateness in a political sense from the history of continental Europe. The English have never belonged to it and have always known that they did not belong. The assertion contains no element of paradox. The Angevin Empire contradicts it as little as the English claim to the throne of France; neither the possession of Gascony nor the inheritance of Hanover made Edward I or George III anything but English sovereigns. When Henry VIII declared that 'this realm of England is an empire (imperium) of itself', he was making not a new claim but a very old one; but he was making it at a very significant point of time. He meant—as Edward I had meant, when he said the same over two hundred years before—that there is an imperium on the continent, but that England is another imperium outside its orbit and is endowed with the plenitude of its own sovereignty. The moment at which Henry VIII repeated this assertion was that of what is misleadingly called 'the reformation'—misleadingly, because it was, and is, essentially a political and not a religious event. The whole subsequent history of Britain and the political character of the British people have taken their colour and trace their unique quality from that moment and that assertion. It was the final decision that no authority, no law, no court outside the realm would be recognised within the realm. When Cardinal Wolsey fell, the last attempt had failed to bring or keep the English nation within the ambit of any external jurisdiction or political power: since then no law has been made for England outside England, and no taxation has been levied in England by or for an authority outside England—or not at least until the proposition that Britain should accede to the Common Market.
