We conceive the function of Tribune to be the expression in popular form, and to as large a public as possible, of the views of the Left and Marxist wing of social democracy in this country. Its policy must be that of those who believe that the present leadership of the Labour Party is not sufficiently Socialist.

At the present stage, the historic function of the Soviet Armed Forces is not restricted merely to their function in defending our motherland and the other socialist countries. In its foreign policy activity the Soviet state actively and purposefully opposes the export of counter-revolution and the policy of oppression, supports the national liberation struggle, and resolutely resists imperialist aggression in whatever distant region of our planet it may appear. The party and Soviet Government rely on the country's economic and defense might in fulfilling these tasks...The development of the external functions of the socialist armies is a natural process. It will continue.

The root objection to the pact is the nature of the Labour Party. It is not liberal. It is not becoming more liberal. The social democrats remain ineffective, or sneak off, after preaching equality to everyone else, to some of the highest-paid jobs open to the British. As a final spectacle of degradation, they are to be seen intimidating the Grunwick workers...The Labour Party remains without principle, clinging to office, paid by the trades unions, and with an anti-democratic Marxist wing. The pact, I fear, is having no effect on the nature of that party.

Major parties have lived more for patronage than for principles; their goal has been to bind together a sufficiently large coalition of diverse interests to get into power; and once in power, to arrange sufficiently satisfactory compromises of interests to remain there. Minor parties have been attached to some special idea or interest, and they have generally expressed their positions through firm and identifiable programs and principles. Their function has not been to win or govern, but to agitate, educate, generate new ideas, and supply the dynamic element in our political life. When a third party's demands become popular enough, they are appropriated by one or both of the major parties and the third party disappears. Third parties are like bees: once they have stung, they die.
