Crime is naught but misdirected energy. So long as every institution of today, economic, political, social, and moral, conspires to misdirect human energy into wrong channels; so long as most people are out of place doing the things they hate to do, living a life they loathe to live, crime will be inevitable, and all the laws on the statutes can only increase, but never do away with, crime.

People are always shocked when they ask me what I plan to do about crime as governor and my answer comes back as "Nothing!" Does the issue of crime need to be addressed? You bet it does. But, just as with many other social issues, I don't think that legislation is the most effective arena in which to fight crime. We already have tons of laws on the books. Most of those laws would work more effectively if we just enforced them better.
As governor, there isn't a lot I can do beyond that to crack down on crime. Law enforcement is really a local issue. It's the cops' job to tighten down on criminals.
Politicians always like to say "I'm gonna fight crime!" because it makes them sound great and gets them votes. But what can a politician do to fight crime?

Our only crime consisted of decreeing our own laws and applying them to all without exception. Our crime is having enacted an agrarian reform which effected the interests of the United Fruit Company. Our crime is wanting to have our own route to the Atlantic, our own electric power and our own docks and ports. Our crime is our patriotic wish to advance, to progress, to win economic independence to match our political independence. We are condemned because we have given our peasant population land and rights.

The renaissance of New York City has been built on a foundation of crime reduction, and for the last four years, Howard Safir has worked tirelessly to increase safety and the quality of life for all New Yorkers. The extent to which he's succeeded—on his watch, crime is down by 38%, and homicide by 44%—is not only remarkable, it's a testament to his skill and dedication. During Howard's tenure, the Department reduced crime by more than it has under any other Police Commissioner. Howard has enjoyed a long and distinguished career in law enforcement. I wish him the best as he begins this new chapter in his life.

Any citizen, with the help of the organ banks, can live as long as it takes his central nervous system to wear out. This can be a very long time if his circulatory system is kept functioning. ... But the citizen, cannot take more out of the organ banks than goes into them. He must do his utmost to see that they are supplied. ... The only feasible method of supplying the organ banks is through execution of criminals. ... A criminal's pirated body can save a dozen lives. There is now no valid argument against capital punishment for any given crime; for all such argument seeks to prove that killing a man does society no good.
Hence the citizen, who wants to live as long and as healthily as possible, will vote any crime into a capital crime if the organ banks are short of material. ... Cite Earth's capital punishment for false advertising, income tax evasion, air pollution, having children without a license.
The wonder was that it had taken so long to pass these laws.

Then there are the laws against homosexuality. Then there is the Asian exclusion act. Then there the internment of Japanese Americans. I'm not even going to talk about Guantanamo. And then there is the first American hate crime: taking this land from the Native Americans. We can keep it up forever. Hate Crime Trivial Pursuit. There are more than enough hate crimes to play a decent round.
